Our endpoint was down for about forty minutes during a deploy. Those events are simply gone and we had to reconcile by hand against a CSV.

Reconciling by hand after a routine deploy is not a reasonable outcome. Building the replay.

Shipped. Every delivery attempt is kept for thirty days, and you can replay one event or a whole window from the dashboard or the API.
The event id does not change on a replay, so anything you built idempotently handles it without a second thought.
